launched in November 2005 at the World Summit on the Information Society to
foster and support the establishment, growth and eff
ec tiveness of grassroots tel
ec entres throughout the world, esp
ec ially in the developing South. Initially supported
by Microsoft, the Canadian International Development Research Centre, and the
Swiss Agency for Development and Cooperation, in its first phase, the CAD
$20-million, 5 year program advocated for strengthening tel
ec entre
ec osystem with a view to supporting isolated and
less-privileged communities with access to information, knowledge, skills and
opportunities that would enable them and their communities to improve their
lives.
The first
phase (2005-2009) of the program, managed by the Canadian International
Development Research Centre resulted in tel
ec entre.org having its presence in over 70 nations, a
well-established tel ec entre.org
Academy partnered by prestigious open and distance learning institutions world
over, a web-based community of over 3000 grassroots tel
ec entre operators and a number of innovative programs
that aimed to strengthen the movement. Thus far, the program has helped to
create and support hundreds of networks and organizations, together representing
80,000 grassroots tel ec entres that
serve about 40 million users around the world. In the last two years, the
program has launched a global
tel
ec entre.org
Academy that aims to provide accredited
professional development training to over 1 million grassroots knowledge
workers. The program has developed content, service and entrepreneurial capacity
that tel ec entres require to sustain
operations on the ground while supporting over one hundred face-to-face events
around the world, creating a growing community of active members that access and
share vital resources online in English, French, Spanish and Arabic.
The
success of tel ec entre.org in its
first phase enabled its promoters to spin-off the program into an independent,
not-for-profit, non-governmental entity called, the tel
ec entre.org Foundation based in
Manila ,
Philippines . The
tel ec entre.org Foundation will
continue the program of the first phase and create other innovative activities
over the next five years, mainly focusing on the
following:

To
b ec ome a live
and online leader for the tel ec entre
movement globally;
•
To help sustain
the global tel ec entre.org Academy;
•
To deepen existing
network presence while building new network associations in East Asia, China,
Eastern Europe and other emerging regions;
•
To
b ec ome a policy advocate for
pro-citizen centric shared and public access policies, and;
•
To undertake
applied research roles for private and public investors.
In order
to provide a new thrust to the tel
ec entre movement in its s
ec ond phase, the tel
ec entre.org Foundation is now r
ec ruiting a global team of committed individuals,
many of whom will operate out of its Manila
office. The successful candidates will ex
ec ute the tel
ec entre.org program outlined in its renewed business
plan. Among the various positions, applications are now invited for the position
of Communications Officer from
highly motivated, experienced and qualified individuals with a proven track
r ec ord.
Position
summary:
Communications
Officer will be a member of the
tel ec entre.org Foundation program
staff. Reporting to the Ex
ec utive Dir
ec tor (ED), s/he will support him in his
ex ec utive communication needs,
maintaining liaison with all stakeholders he is in touch with. The candidate
will develop and implement communication strategies that match the stakeholders’
exp ec tations and messages that are
important to the communication efforts of the Foundation. S/he will be
responsible for overseeing content for the tel
ec entre magazine, producing tel
ec entre.org Foundation’s el
ec tronic newsletter, and assisting the ED in
producing annual reports and other publications of the Foundation. The candidate
will be a multi-talented professional with skills to manage the corporate
s ec tion of the website, improve and
maintain internal and external communication with stakeholders of the
Foundation. S/he will assist the ED to develop systems and m
ec hanism to keep the Trustees informed of key events,
developments, achievements, challenges and opportunities related to Foundation’s
work. The candidate will also act as the Ex
ec utive Assistant to the ED by looking after his
travel arrangements, handling day-to-day correspondence and coordinating with
staff in Delhi and
Manila , and partners around the world. S/he
will be the primary assistant to the ED providing him with confidential support,
ensuring that all correspondence and communications from ED’s office are
flawless. S/he must demonstrate willingness to focus on multiple tasks
simultaneously, and be flexible enough to work with people from varied cultures,
language groups and backgrounds.
Essential job
responsibilities
Communication Strategy and
implementation
Develops, manages and implements a cohesive
communication strategy to ensure flawless and eff
ec tive corporate communication to all partners,
international advisory council members, trustees and other
stakeholders.
Manages the corporate s
ec tion of tel
ec entre.org website, updating on a daily
basis.
Develops press releases highlighting the work of the
Foundation with appropriate messaging for different
audiences.
Supports other staff members to implement corporate
communication strategy for appropriate messaging and communication among
internal and external contacts
Communication products
Cultivates relationships with all partners, networks
and collaborators for bringing out communication products that are aimed to
support the tel ec entre
movement.
Oversees content work for the tel
ec entre magazine by offering advisory and
t ec hnical
support.
Produces tel
ec entre newsletter on a timely basis ensuring its
outreach to right audiences.
Develops a feedback loop with stakeholders for
improving communication and knowledge products of the
Foundation.
Assistance to the Ex
ec utive Dir
ec tor
Offers day-to-day assistance by managing his travel
plans, daily communication and liaison with partners in different time
zones;
Ensures that all communication from ED’s office are
flawless and timely;
Highlights his and his teams’ work and achievements
in appropriate media channels;
Maintains first level contact with staff, partners,
international advisors and collaborators keeping them updated of
Foundation’s work, achievements and work programs;
Maintains partners and contacts database for
eff ec tive communication and
liaison;
Assists him in his efforts to keep the trustees
informed of key events, activities, developments and challenges of
Foundation work;
Assists in the production of Foundation’s annual
report and other key corporate and legal documents.
Key attributes for the position:
The
successful candidate will be a graduate in a relevant field, such as
communication, public relations, journalism and information management; at least
five years of work experience, with three years of managerial experience at an
International level is desired; be willing to work with a team of Foundation
staff of varied cultural and language background and is efficient in managing
multiple tasks and teams; s/he will demonstrate high level of integrity and
flexibility towards achieving organizational goals, and have interest in the
field of grassroots and rural ICT programs; s/he will posses exceptional
inter-personnel, administrative and s
ec retarial skills, including the ability to establish
and maintain eff ec tive contact with
tel ec entre.org stakeholders and
partners that include a broad array of policy makers, community and business
leaders, IT service providers, development professionals, grassroots advocates
and citizens. The successful candidate will have excellent written and oral
communication skills, with high level of proficiency in English language and
posses abilities to speak to key individuals on phone and in person with
confidence. Proficiency in basic computer and documentation skills is
mandatory.
Salary and
conditions:
The
position will involve work during unsociable hours b
ec ause it engages partners in all continents. This is
a two-year term position with a gross salary range of CAD 15,000 per annum. The
position is based in
Delhi .
