The National Resistance Movement (leading political party in Uganda)
yesterday launched a computerised registration system that will store
physiological data of its members.
The biometric system, which registers the human fingerprints and faces,
intends to eliminate double registration of voters during party primary
elections.

The digitalised registration system starts today with top 500 party members
who arrive in Kampala for the National Executive Committee meeting which
starts tomorrow.

While addressing journalists at his office in Nakasero, the Secretary
General, Mr Amama Mbabazi, said with the computerised system, double voting
among the party members during party elections will end. “With this system,
we shall have no complaints of rigging because there will be no double
registration of members,” he said.

The ruling party has been facing a problem of its members contesting as
independent candidates after losing primary elections due to alleged rigging
of elections, through double voting. But Mr Mbabazi said with the new
system, which is expected to roll-out to all party members in the country,
will bring confidence in the party’s electoral system. “It’s the beginning
of the system and starting tomorrow, it’s a trial. But we plan to spread it
out to all party members,” he said. The members of NEC, which is the NRM’s
policy organ, will meet starting tomorrow in State House Entebbe for three
days in preparation for the 2011 general elections.
