Sula thanks for this information, it is a good one i am currenly writing an article relating to the hyped optic fibre cable. 

We can also reach this level only if our Leaders (yes Leaders) leaders get committed, by proving to the public, through existing structures on the importance of ICTs. 

The ict ministry gets the smallest budget share and you don't hear of any leader be it at cabinet or local level raising a voice towards the same. we need to act now.
