The UIC is a Public-Private-People's Partnership (PPPP) model. The PPPP idea
comes from the successful CeC (Community e-Centre) experiences which was
piloted in the Madhainagor and Mushidhat Union Parishads under Sirajgonj and
Dinajpur district in 2007 funded by UNDP.
The Access to Information (A2I) Programme at the Prime Minister's Office,
Dhaka funded by UNDP is giving the technical and partly financial assistance
for the UICs under the Quick Win initiatives.
