Dear Polly,
since our _friends_ from neighbouring countries as hungary,
Rumania and Ukraine permanently steel cable in our country,
I know quite well the trends:
- they steal only coper (but depending on the current price on world market)
I never heard about any case on fibre optics.
In none in the Eastern European countries.
