Re weather forecasts for fishermen, in Mozambique the National Meteorology
Institute set up a project for sending digital weather information through the
WorldSpace radio for downloading into computers and broadcasting through
community radio stations, in local languages. They give priority to areas that
are prone to cyclones, storms, etc. I don't know if a study or evaluation has
been done.
