There is more work than already highlighted. Another way you can put it - one can never anticipate enough what needs to be done that's why guidelines like these are helpful.
I would personally like to know abit more from those who have implemented such activities. Perhaps, that narrative would provide more meat to the guidelines.

Yes, it's certainly v challenging setting up an incubator! I was part of a working group planning one in Mozambique strictly for ICT businesses a few years back, and it is working - now on its 3rd generation or so of incubees or whatever you call them. I think these guidelines, though nicely clear and helpful, don't quite give the flavour of how much energy will go on consistent support for the incubees! But well worth looking into - most of the companies seem to have survived, and at our stage of ICT development a good strategy for develping a national ICT sector.
