Dear Bazlu,

I found only ways of funding:

I. DIRECT funding:
a) PPP
b) liberalising the telecom and media markets
c) funding by local NGOs (limited)
d) funding by foreign NGOs (not sustainable)
e) LOCAL CITIZEN FOUNDATIONS (a la German model):
they are very successfull and might work to a certain
extent also in LDC and transformation countries.
Ministry of Finance grants tax benefits if you
donate money to such local foundations.

II. INDIRECT funding:

a) percentage of sales from the export industry

b) percentage of sales from new multimedia
products for TOURISTS (thats a mid- and long-term
strategy for tourists),

I personally would recommend the I-e) model
and the two forms of indirect founding.
They require a support by public sector,
at least to grant tax benefits.

It is event that intenational organisations and NGOs
cannot continue their role as donors on mid-term.
so it is up to YOU on local level to evaluate some
of the options which I offered at the beginning.
