Dear Colleagues,

The Directorate for ICT Support, Makerere University together with
Research ICT Africa (RIA) is carrying out a Telecom Regulatory
Environment (TRE) perception for Uganda.

We are therefore looking for key players in the field to make a frank
assessment of the telecom regulatory envirionment for the year 2009
for the fixed, mobile and broadband telecom sectors on a five point
scale.

To be specific: -
-Stakeholders directly affected by telecom sector regulation E.g.
Operators, Industry associations, Equipment suppliers and Investors,
-Stakeholders who analyse the sector with broader interest E.g.
Financial institutions, Equity Research Analysts, Credit Rating
Agencies, Telecom consultants and Law firms, -Stakeholders with an
interest in improving the sector to help the public, E.g. Academics,
Research organisations, Journalists, Telecom user groups, Civil
society, Former members of regulatory and other government agencies,
Donors, Current government employees from organizations related to the
telecom sector EXCLUDING those in the telecom regulatory & policy
hierarchy.

If you fall under any of these categories we request you to take part
in this assessment by filling in the attached questionnaire which will
only take 5-7 min of your time. And if you don't fall under any of
these categories we then request you to send it out to the appropriate
stakeholders or personnel.

Responses to this questionnaire will be kept strictly confidential and
used only for the purpose of research.

All completed questionnaires should be sent to the undersigned via
e-mail preferably no later than Friday the 28th of August 2009,
