Dear Berna,

Following our UWCI meeting and phone communication, we have reviewed
the draft RCDP-II and find in attachment our recommendations for UWCI
submission
to UCC or Mr. Kasana (Consultant). Hope we are not too late. The
recommendations can be edited by you or other members to make them better.

We should follow up on our recommendations to UCC and see if
they are considered. Keep us updated on the developments. Please copy to all
members that participated in the review when submitting the recommendations.

Finally I suggest that in future we (UWCI) move quite fast
to convene meetings on urgent issues to avoid working on pressures.
