Architect Mr. Yeafesh Osman, State Minister, Ministry of Science and ICT
state that, rural people can change their own life style by their selves if
we can assure the ICT access point like telecentre for them in a parallel
session on “ICT for Development: Immediate Doables” at the conference on
“Development with Equity and Justice, Immediate Tasks for the Newly Elected
Government” organized by Centre for Policy Dialogue (CPD), Bangladesh. The
session has been held at the second day of the conference on 29 March 2009
at Bangladesh-China Friendship Conference Centre.
In this session Mr. Yeafesh Osman were present as the chief guest, where
Vice Chancellor of BRAC University and Former Advisor to the Caretaker
Government Professor Jamilur Reza Chowdhury were present as special guest.
There also present Mr. Mustafa Jabbar, President, BCS and Mr. Habibullah N
Karim, President, BASIS as the session discussants. Executive Director of
D.Net and Secretary General of Bangladesh Telecentre network (BTN) Mr.
Ananya Raihan gave his keynote speech at the event about the present
condition of the ICT in Bangladesh and recommendations as immediate doables
for Government towards Digital Bangladesh.

Digital Bangladesh is promise of the current government, and there is no way
that it can back track from the commitment. And it is also important to take
the first step – move from the rhetoric to some concrete action plan. The
action plan may have three components: a comprehensive master plan (FY
2010-2021), a five-year detailed plan (FY 2010-2014), and a short term plan
(FY 2010-2011). His mentioned immediate tasks for the government based on
the revised ICT policy 2008 and the government’s election manifesto where
the task zero should be adoption of the revised ICT policy. His
recommendations are,
• Task 1: Project related to E-Citizen:
a. Integration of National ID Database
b. Online Tax filing
c. Building a network of telecentres as access point of government services
d. Internet Connectivity across the country
e. Content Development
f. Market Price Information
g. Digitization of land record and transaction
• Task 2: Projects related to E-Business
a. Implementation of ICT Act 2006 and E-payment
• Task 3: Digital Government
a. Online government Procurement
• Task 4: Task related to E-Education
a. E-learning as an intermediate solution to quality education
b. E-content for Education
c. Model ICT in Education Schools in All Upazillas
Both of the discussant Mr. Mustafa Jabbar and Mr. Habibullah N Karim
discussed about various issues regarding ICT for social development and
Business. Mr. Jabbar mentioned that technology which is hijacking our mother
tongue does not need to our nation. We have to use ICT in our local
language. Mr. Karim said, Digital Bangladesh was in election manifesto of
the party who are now in government, so they should identify the doables to
move towards Digital Bangladesh.
In the open discussion session the participants from different NGOs,
Government Institutions and Private Sectors were actively participate and
arise different important issues regarding ICT for Development. The whole
session chaired by Mr. Fazle Hasan Abed, CPD board of Trustees and
Chairperson, BRAC.
