*I do agree it an interesting discussion but let me define the two groups
(staff and committee). The committee is the owner or the founders of
Telecentres. The staffs are the employees   who work as mangers, teachers or
technical advisors. So what happened the, committee put the policy, rules
and what type  of Telecentres needed in specific area . The staffs execute
it.  If the policy is clear every thing will go ok others wise conflicts
will take place and ruin the Telecentres. *

*I think it is a good idea to add little information about Telecentres and
that also might help in understanding the differences in Telecentres you
mentioned*
