  Dear All,
  I strongly support the idea of Meddie. Based on my experience, the success of Telecentres projects in our countries will depend on the existence of active and strong Telecentre Networks. As a result, I suggest that the next forum should focus on Telecentre Networks. On one side, we need to define clearly the role of Networks to promote Telecentres. Review the current Services and programs that Networks are providing to individuals Telecentres and come up with new and innovative approaches to serve them.
  On the other side we need to discuss    strategies to advocate for the role Telecentre networks. I wish that the online and face to face sessions should focus on these points.

  I hope we shall have an opportunity as well to contribute ideas to these at the online session. My vote would go to deepening network support activities to telecentres. We have see all too often that networks develop and become complex with time and with it come the challenge of providing grassroots support activities. I would be thrilled if the EATLF would discuss more practical ways of serving telecentres - for instance helping them find relevant information to disseminate to communities, training them in collaborating and partnering with CBO/NGOs in the communities etc.
   
  If there is anything we have to reinforce everytime telecentre practitioners meet - in my view - its how telecentres can support development processes in communities they are. The networks have a big duty as well in providing a supportive environment as are development partners.
   
  Yes, invite private sector and government people to the forum.

We have identified the themes for the 5th EA-TLF to be held in Gedaref,
Sudan. However, also feel free to highlight any subject matter you would
like to be discussed, to help us focus the EA-TLF to your basic
needs.Themes of the 5th EA-TLF;


>>Building a telecentre academy
After endless discussions on management, technical support and telecentre sustainability, UgaBYTES with support from telecentre.org is starting a regional telecentre academy. This discussion will focus on what the regional practitioners can benefit from the academy. What the academy should address to cover telecentre concerns. Also sustainability of the academy will be discussed. 
Knowledge sharing and Online support services:
With the development of websites for each national network, how can knowledge sharing be improved in the region? During the network leaders' staff exchange at UgaBYTES early this year, a team of content facilitators in the region was constituted. How can we take stock of these to capture content and share information not only in the region but globally? This session will also focus on developing practical skills and understanding of how the telecentre community can access and use of the online tools (web 2.0
tools) and technology like blogging, podcasting, wikipedia etc

>>The Bytes for Development award
As part of the knowledge sharing session there will be the introduction and discussion of the Bytes for Development award. The award is an incentive for practitioners who share good and useful stories, focused telecentre research cases and trainers of Web 2.0 tools to telecentre practitioners.

>>Regional telecentre Staff exchange programme 
How can telecentres take advantage of the staff exchange programme to improve performance. What are the most critical areas that need to be addressed? Who can be connected to who? And what kind of support is needed from networks. 
Social enterprise 
As a follow up to the social enterprise skills building session facilitated by NESsT during the fourth EATLF in Kampala Uganda, this session will help us learn the success stories. Are there any telecentres effectively engaged in social enterprise? 
Telecentre Networks in the East Africa region have come up with a regional social enterprise team. How will they help telecentres?

>>National networks enhancement:
The session will examine issues concerning; Network funding and sustainability, practitioner and networks' capacity building, promotion of CMC for rural development and enhancing e-business in telecentres.

>>Strengthening the EA-TLF;
Fundraising for EA-TLF; Ways, means and approaches to source funds for an inclusive EATLF. How marketing of the event; locally, regionally nationally and internationally - the role of the media. Identification of the next host country and setting the core strategy.

>>Exhibition
The forum will have an information point; where all participating organizations will display their showcases, information leaflets and materials. This point will be kept accessible throughout the forums period. Companies engaged in the ICT4D domain are encouraged to participate. 
Telecentres with items for exhibition are encouraged to participate.
