Subject: [UgaBYTES] Uganda to fight 'north - south' Digital Divide
Uganda has set aside UShs.5 billion to fund the construction of a National
Data Transmission Back Bone to enhance Uganda's domestic fibre-optic
network and wireless capability.
This was revealed on 17June by the minister of Finance, planning and
Economic development, Dr. Ezra Suruma while presenting the FY 2007/08
budget to parliamentarians.
The minister said there is an imbalance in the presence, utilisation and
access to the technologies between the developed and developing worlds.
"In order to bridge this Divide, efforts should be aimed at the use of
digital tools and telecommunications to overcome the natural physical
barrier of Uganda being 'land-locked' to having digital access to the
whole globe, thus, also avoiding being 'e-locked', the minister said.
In addition, Government has embarked on a National Data Transmission
Backbone which shall link districts using fibre optic cable to high speed
connectivity for both voice and data exchange.
He also highlighted the need for information to process and manage land,
labor and capital in a highly technological age.
"Phones, Internet and email are key factors involved in the success of
running any operation in today's global market. Therefore, exchange of
information allows local enterprises to compete with growing foreign
investment and to build home-grown businesses," Dr. Suruma added.
This counterpart funding will supplement a US$ 30 million loan from the
Peoples' Republic of China.
The theme for this year's budget is 'Re-orienting Government
Expenditure Towards Prosperity For All'.
