Certainly telecentres with a community radio have a huge advantage. Let me
also add that, local knowledge should include issues such as how to manage
malaria, help mothers, encourage young people to read (stay in schools) etc.
Yes, a community radio can do a lot on that front by engaging elders,
educators and heath workers.

Contributing to this discussion - obviously community radios have a big role
to play in collecting and disseminating local traditions, language, music,
culture, etc, and in Mozambique various radios have specific programmes. For
example, in one district I visited the listeners write in with queries about
correct ways to speak the local language, the use of certain vocabulary,
etc, and the radio brings together some elders and others to discuss and
agree on answers.
Even when the centre does't have any specialised equipment, the video option
of a digital camera can be used to record dances, for instance, and save
them into the computer as part of a local archive.
