Dear Joseph - I couldn't agree more that it's not easy to start up a community radio! But most of the issues you mention are covered in one or other of the manuals we have all been recommending to colleagues, so I think it's more productive for interested people to go through the manuals and pick out what's relevant, and then come back to the individuals who have been making suggestions or to the list in general with more questions. But I find that people often don't think about the legislation problem, or only too late - we have had cases here of radios being started up quite illegally, and that creates lots of unnecessary problems.
