Dear Volker

I suggest you start by checking out all the literature on community radios that's been recommended in the various postings to this list over the past days, which will give you a clearer idea of where to start, or at least enable you to elaborate your own ideas and prepare some concrete questions which I or other members of the list might be able to help you with.

Also, it's always a good idea to look at other local experiences, for example visit an existing community radio, to get a feel for the challenges.
