Hello all,
I would like to send you this information about the Internet Governance
Forum process !
During the WSIS (World Summit on Information Society) held Geneva in 2003
and Tunis in 2005, it was recommended to UN to organise Internet
Governance Forum ( IGF) and this question was put on diplomatic agenda.
The aim of these forum are think and to take measures aiming at the
continuity of Internet network, its safety, and its accessibility for all.
>From 3rd to 6th December 2008, a attended the 3rd Internet Governance
Forum held in Hyderabad ( India). Note the first was held in Athen (
Greece) in 2006, and in Rio ( Brazil ) in 2007. The next will take place
in Egypt (2009)
In practice, these IGF are meeting where more than one thousand of people
meet together (representative of the civil society, international
organizations, governments and business) in order to discuss about issues
related to Internet.
IGF are particular events because Internet is something also special : the
civil society and the business sector are more active than the
governments.
For instance, the theme of the first day (December 3, 2008) was as
mentioned on the official schedule: :"Reaching the second billion of
Internet users

mind, the télécenters are a powerful engine to achieve this goal.
Indeed, télécenters are significant access points to information.
Therefore, Internet being a vehicle of information that our telecenters
often use, I think that there is a link between télécenters and Internet .
And thus, its governance interests us indirectly.
The WGIG ( World Group on Internet Governance) provided this practical
definition of Internet Governance : "It Internet Governance is the
development and application by governments, the private sector and the
civil society, in their respective roles of shared principles, norms,
rules, decision-making procedures and programs that shape the evolution
and the use of the Internet.
Considering the theme "Reaching the next billion Internet users ,
several strategies are proposed:
1. A multilingual Internet,
2. Equitable access to Internet for all,
3. Improving the confidence of Internet users by fighting
cybercriminality,
etc
