*Objectives of the Assignment: *The objective of the assignment is to
draw-up a GIS roadmap for COMESA, highlighting the areas and programmes
where it can be of immediate benefit, and facilitate the implementation in
four identified areas. A prototype of a GIS System will be developed as part
of this assignment, and the expert will be expected to coordinate the
development of a Maps and GIS website on the COMESA Portal. This will be in
close collaboration with other divisions of the COMESA Secretariat to ensure
that the identified areas address their needs.*
Scope of the Assignment: *The expert will develop a programme on GIS for
COMESA under the guidance of the Director of Information and Networking and
in close collaboration with other divisions of the COMESA Secretariat.
*Consultant will be required to:
*i) Carry out a GIS Needs Assessment for COMESA for regional GIS Systems
ii) Identify and show examples of regional GIS systems currently in use in
other parts of the world
iii) Draw up a roadmap for GIS implementation in COMESA, detailing and
documenting how GIS can be used in the programmes of COMESA
iv) Identify four pilot projects and facilitate their implementation
v) Implement a GIS prototype with basic development indicators and other
useful information.
vi) Coordinate the development of a Maps and GIS website on the COMESA
Portal
*Expected Results:
*i) A GIS Needs Assessment report for COMESA;
ii) A COMESA GIS roadmap detailing:
*a) Current state of GIS initiatives (both national and regional) in
the COMESA region*
*b) Benefits of GIS*
*c) Potential areas of application*
*d) Provide infrastructure and human resource requirements for GIS*
*e) Other recommendations*
iii) Identification and Facilitation of GIS in four pilot projects
iv) A GIS prototype with basic development indicators and other useful
information
v) Presentation of the final report to stakeholders at the 5th ICT Technical
Committee meeting in March, 2009
*Timing and Location of the Assignment:*The expert will be expected to
commence the study immediately upon signing the contract, and complete the
study in not more than 50 working days after signing the contract. The
consultant will, based on prior experience and knowledge, select four COMESA
Member States where s/he will be able to do an assessment for the GIS
assignment. The consultant will also partly be based at COMESA HQ. The
preferred start date for this assignment is September 1, 2008.

*PROFILE OF THE CONSULTANT*
o Have a solid understanding of GIS concepts and principles and areas of
application
o At least 8 years of experience with GIS, preferably in development
projects in less developed countries
o In-depth knowledge of GIS technologies
o Have a good understanding of COMESA, its programmes and objectives
o Provide examples of how GIS can be used in development projects
o Experience with the work of international and/or regional organizations,
and what these organizations have done in GIS
o Proven record of working in multi-cultural environment
o Professional communication abilities; especially in presenting and
articulating both verbally and in writing GIS concepts and possibilities
o Be able to stimulate interest in GIS to a wide range of people.
o Have excellent analysis, drafting and report presentation capacities.
*Language: *The expert will have an excellent command of English with good
report writing skills, and a good practice level of French.
